En \u00e9l se hace una valoraci\u00f3n de c\u00f3mo los donantes, las agencias de Naciones Unidas&#8230;<\/p>\n<p>  <!--more-->  <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" alignleft size-full wp-image-3049\" src=\"https:\/\/ul-standards.org\/iecah\/wp-content\/uploads\/2010\/02\/imgboletin_system.jpg\" alt=\"imgboletin_system\" class=\"caption\" style=\"float: left;\" width=\"112\" height=\"154\" \/><\/p>\n<p>ALNAP ha publicado su informe sobre el estado del sistema humanitario. En \u00e9l se hace una valoraci\u00f3n de c\u00f3mo los donantes, las agencias de Naciones Unidas, la Organizaci\u00f3n Internacional para las Migraciones (OIM), el Movimiento Internacional de la Cruz Roja y la Media Luna Roja y las ONG han sido capaces de cubrir las necesidades humanitarias y de coordinarse. Para realizar este estudio se han realizado entrevistas a cientos de trabajadores humanitarios, se han analizado datos econ\u00f3micos y se han realizado evaluaciones a agencias.<\/p>\n<p>Mientras que las evaluaciones inter-agencias anteriores estaban centradas en respuestas a emergencias concretas \u2013en particular la Evaluaci\u00f3n Conjunta de la Asistencia de Emergencia a Ruanda (JEEAR, por sus siglas en ingl\u00e9s, <em>Joint Evaluation of Emergency Assistance to Rwanda<\/em>) y la <em>Evaluaci\u00f3n Conjunta del Tsunami<\/em> (TEC, por sus siglas en ingles, <em>Tsunami Evaluation Coalition<\/em>)-, en este caso, ALNAP pretende analizar las fortalezas y debilidades del conjunto del sector con el fin de identificar la direcci\u00f3n que tomar\u00e1 en el futuro.<\/p>\n<p>La JEEAR puso de manifiesto la descoordinaci\u00f3n y la ayuda ineficaz y el TEC plasm\u00f3 una operaci\u00f3n donde la competencia entre las agencias estaba por encima de la coordinaci\u00f3n. Sin embargo, seg\u00fan este estudio, parece que el sistema humanitario actual est\u00e1 mejorando: es m\u00e1s eficiente, oportuna y est\u00e1 mejor coordinada. El sistema de coordinaci\u00f3n de clusters, aunque a\u00fan est\u00e1 lejos de ser perfecto, ha mejorado la respuesta y el Fondo Central de Respuesta a Emergencias de Naciones Unidas (CERF, por sus siglas en ingl\u00e9s, Central Emergency Response Fund) ha acelerado la financiaci\u00f3n en las primeras fases.<\/p>\n<p>Los trabajadores humanitarios est\u00e1n mejor preparados y son m\u00e1s profesionales. Asimismo, la rendici\u00f3n de cuentas hacia los beneficiarios est\u00e1 en aumento. Por \u00faltimo, el sector contin\u00faa innovando: adoptando nuevas tecnolog\u00edas, cambiando los enfoques de respuesta, etc.<\/p>\n<p>Sin embargo, a\u00fan existen puntos d\u00e9biles que se deben mejorar. Muchos sectores contin\u00faan siendo deficientes como por ejemplo la protecci\u00f3n, la recuperaci\u00f3n temprana, la preparaci\u00f3n ante emergencias, la reducci\u00f3n del riesgo de desastres o la construcci\u00f3n de capacidades locales.<\/p>\n<p>Adem\u00e1s, a\u00fan no est\u00e1 clara la manera de identificar las necesidades que no se han cubierto, ya que muchos programas de evaluaci\u00f3n se centran en las fortalezas y debilidades de la ayuda, y no en hasta qu\u00e9 punto las necesidades fueron cubiertas. De media, el 30% de las necesidades contempladas en los llamamientos consolidados e inmediatos de Naciones Unidas no se han cubierto en los \u00faltimos tres a\u00f1os.
