The menace of Al-Qaeda in the Maghreb Islamique (AQIM) gained particular international attention as a result of the abduction of western foreigners. During the last years AQIM has not only perpetrated attacks in various countries of the region but also diversified its methods and tactics. Mauritania, in particular, has been victim of all types of AQIM attacks: kidnappings, suicide bombings, attacks to Embassies and military bases, and so forth.<\/p>\n

The menace of Al-Qaeda in the Maghreb Islamique (AQIM) gained particular international attention as a result of the abduction of western foreigners. During the last years AQIM has not only perpetrated attacks in various countries of the region but also diversified its methods and tactics. Mauritania, in particular, has been victim of all types of AQIM attacks: kidnappings, suicide bombings, attacks to Embassies and military bases, and so forth. However, despite the efforts made by AQIM to secure a high profile and affiliation in Mauritania, the organization has not been able to establish permanent cells in the country nor has it been capable of building a strong foundation that would promote an increasing presence. This paper argues that the connection of AQIM and its messages with criminal networks and local tribes is structurally fragile. In fact, the political agenda pursued by AQIM in Mauritania does not match with that of its temporary allies. The actions perpetrated by AQIM on Mauritanian soil had an enormous negative impact on the economy and on the popular perceptions.<\/p>\n

Not only radical Islam was thwarted to certain extent by the strong tribalism and the powerful brotherhoods that permeate social and religious structures, but also the links of the organization with trafficking and smuggling is a source of concern by many, who question the consistency of these illegal activities with Islam. Yet, the capacity of AQIM to make strategic regional alliances and benefit from scenarios like the conflict in Libya should not be underestimated.<\/p>\n

La amenaza de Al-Qaeda en el Magreb Isl\u00e1mico (AQIM) gan\u00f3 especial atenci\u00f3n internacional como resultado de los secuestros de extranjeros occidentales. Durante los \u00faltimos a\u00f1os, AQIM no s\u00f3lo ha perpetrado ataques en varios pa\u00edses de la regi\u00f3n, sino que tambi\u00e9n ha diversificado sus m\u00e9todos y t\u00e1cticas. Mauritania, en particular, ha sido v\u00edctima de todo tipo de ataques: secuestros, atentados suicidas, ataques a las embajadas y bases militares… Sin embargo -a pesar de sus esfuerzos- la organizaci\u00f3n no ha sido capaz de establecer c\u00e9lulas permanentes en el pa\u00eds, ni de construir una base s\u00f3lida que promueva una presencia cada vez mayor.<\/p>\n

El presente documento, elaborado por Diego Guerrero Oris y Nahuel Arenas-Garc\u00eda, defiende que la conexi\u00f3n de AQIM con las tribus locales y redes criminales es estructuralmente fr\u00e1gil. De hecho, la agenda pol\u00edtica llevada a cabo por AQIM en Mauritania no coincide con la de sus aliados temporales. Las acciones perpetradas por AQIM en Mauritania han tenido un enorme impacto negativo en la econom\u00eda y en la percepci\u00f3n popular. No s\u00f3lo el Islam radical se ha visto frustrado en cierta medida ante el fuerte tribalismo y las potentes hermandades que est\u00e1n impregnando las estructuras sociales y religiosas; sino que los enlaces de la organizaci\u00f3n con la trata y el contrabando son tambi\u00e9n ahora una fuente de preocupaci\u00f3n para muchos, que cuestionan la coherencia de estas actividades ilegales con el Islam.<\/p>\n

Sin embargo, no debe subestimarse la capacidad de AQIM para hacer alianzas estrat\u00e9gicas regionales y beneficiarse de escenarios como el conflicto en Libia.<\/p>\n
